To prevent that, define requirements in the same language you run the program: cadence, evidence, ownership, and reporting. If a platform can’t support those basics cleanly, the rest won’t matter.

Show current vs stale, coverage, and open items trend. Show the narrative output a program owner can use.
Show a non-admin owner completing a review/attestation without training. Show how reminders and follow-through work.
Show role-based access, audit trails, and how you avoid ‘everyone gets admin’ as the workaround.
A pilot should prove adoption, not features. If your pilot is mostly demos, you will be surprised later.
A practical pilot design:
If the tool makes these steps easier than your current process, adoption is likely. If it makes them harder, it will become shelfware.
Needs workflows that reduce manual tracking: easy updates, clear ownership, simple versioning, and fast retrieval. If using the tool creates more admin work, they will revert.
Needs reporting that supports decisions: coverage, stale vs current, open items ageing, and a trail of approvals and exceptions. They also need the tool to be maintainable without heavy services.
Needs confidence and clarity: where risk remains, what is being done about it, and what decisions are needed. They care less about feature breadth and more about evidence and governance.

Even when a platform is a good fit, shelfware can still happen if implementation is treated as a technical install instead of an operating change. A practical readiness check prevents that.
Before you sign, confirm you can answer these implementation questions:
A good adoption plan is small and observable. Pick one slice of scope and run your cadence end-to-end inside the platform. Then expand scope once the rhythm is stable.
Week-by-week, the simplest plan is: migrate a small plan set, assign owners, run one review/attestation cycle, run one tabletop/test record, produce one monthly summary, and run one retrieval test. If those things happen, adoption is real. If they don’t, you’re still in demo land.
Services can help, but they can also hide product fit problems. A safe rule: services should accelerate adoption, not substitute for it. If you need months of services to do basic workflows, shelfware risk is high.
Start with your cadence and reporting needs. A modular approach often fits mid-market teams better than buying breadth you won’t use.

Require vendors to demonstrate cadence support and evidence retrieval. If they can’t show that, extra features won’t matter.
