Criticality is one of the most overused words in BCM. Teams use it to mean important, urgent, fragile, or politically visible, depending on the room. If you want a BIA that produces usable priorities, you need definitions that reduce disagreement and time bands people can apply without a fight.
The goal is not perfect precision. The goal is consistency across departments so you can compare priorities and defend the results, especially when leadership asks why something is Tier 1 and something else isn’t.
Definitions that keep interviews from drifting
Criticality: How quickly a disruption creates unacceptable impact for a specific service or process.
Unacceptable impact: A point where commitments are violated: customer obligations, regulatory requirements, safety, or material financial exposure.
Minimum acceptable level: What must be delivered to avoid unacceptable impact, even in degraded mode.
Workaround: An alternate way to deliver the minimum acceptable level, with documented constraints.
Assumption: A condition the BIA relies on (peak periods, staffing, vendor availability). Assumptions must be recorded and reviewed.
Five time bands that work in the real world
Five bands is usually enough to compare priorities, set targets, and explain decisions. Too many bands creates false precision.

The discipline is that every department uses the same bands, even if the final targets differ. That’s what makes the output comparable.
A tiering model that prevents ‘everything is critical’
Tie criticality to the band where impact becomes unacceptable, not where inconvenience begins. Then use tiering to keep governance manageable.
Tier 1: Unacceptable impact occurs in <8h or <24h. Requires tighter review cadence and clearer decision thresholds.
Tier 2: Unacceptable impact occurs in <48h or <5d. Requires clear plans and periodic testing.
Tier 3: Unacceptable impact occurs in >5d. Still needs a plan, but governance can be lighter.

What breaks first, and what is the earliest external signal that the disruption matters?

How to document assumptions so the result stays defensible
Assumptions are where most BIAs quietly fail. People give an answer, but the conditions behind it aren’t recorded. Six months later, the organization changes and the criticality looks wrong, but no one knows why.
For each Tier 1 or Tier 2 item, capture at least:

Peak periods (end of month, payroll week, seasonal demand).

Workaround capacity (how long it works, how many people, what error rate).

Decision thresholds (when do you notify customers, regulators, leadership).

Examples you can reuse (with the assumptions called out)
Customer support ticket intake
Degraded mode exists (email intake), but backlog and errors grow. Unacceptable impact often starts when response commitments are missed and escalations spike. Assumptions to capture: peak periods, staffing coverage, and what counts as a missed commitment.
Payroll processing
Criticality changes by calendar window. Outside payroll runs, disruption may be manageable. During payroll week, impact becomes unacceptable quickly. Assumptions to capture: payroll calendar, bank file deadlines, and manual approval constraints.
Order management
During peak periods, revenue and customer impact show up quickly. Manual order capture may be possible briefly, but only with clear constraints. Assumptions to capture: order volume, manual capacity, and customer visibility thresholds.
Calibration: how to keep the BIA consistent across departments
Calibration is the step most teams skip, and it’s why BIAs become inconsistent. Pick similar services/processes and compare their bands side-by-side. If one looks wildly different, the issue is usually inconsistent assumptions, not true differences.
A simple calibration meeting agenda:

Review 5–10 services/processes that seem similar.

Read the assumptions out loud and confirm they are realistic.

Create open items for missing evidence or unclear dependencies.
- Agree on default bands for common service types, then override only when justified.
How this connects to targets (RTO, RPO, MTPD)
Criticality isn’t the same as RTO, but it drives it. The band where impact becomes unacceptable sets a boundary (MTPD range). RTO sits inside that boundary, and RPO is driven by which data loss creates the impact.

A common mistake is to rate criticality based on the name of the service instead of what it depends on. A service might look manageable until you see that it depends on a single vendor, a single team, or a fragile system.
When you assign a time band, do a quick dependency check: what systems, vendors, and roles make the workaround possible? If the workaround depends on the same fragile dependency as the primary path, the band should be treated with lower confidence until tested.
Services/processes. Departments contain mixed work, so department-level criticality tends to be misleading.
Not at first. Time bands plus documented assumptions usually produce better consistency than scoring models that nobody maintains.
Ask for the commitment that becomes unacceptable and the workaround constraints. If evidence is missing, record an open item and keep confidence lower until validated.
On cadence and after change. Re-orgs, new vendors, new applications, peak-period shifts, and exercises are common triggers.
Separate impact agreement from feasibility agreement. Agree on when impact becomes unacceptable first, then discuss feasibility and gaps second.
